This is the Toshiba Surveillix 16 channel HVR, 240 PPS, 4000 GB, 5U chassis.
The Toshiba Surveillix® HVR Series combines the best of analog and digital video into one unit. With available Internal RAID 5 HDD capabilities and field replaceable Hard Disk Drives, the HVR series is designed to support network based cameras as well as analog cameras. Capable of recording at speeds of up to 480 pictures per second, the HVR offers unmatched versatility.

Each system includes a built-in RS-422 adapter supporting over 75 protocols as well as digital signature verification for tamper detection of exported video.
